I don't know the exact spot but that is a photo location at Downtown Disney somewhere near the Scrapbooking Store, Art of Disney, and 25 Days of Christmas.
Ray is right, Downtown Disney. If I remember correctly, isn't right outside the entrance to Pooh Corner.
